The Manifesto of the Rights of People with Diabetes

On July 9 was reached another important milestone for diabetes in Italy. In the Senate in Rome was presented the Manifesto of the Rights of People with Diabetes. This is a document signed by Italy and by Diabetes' Association Member of Parliament for the protection and promotion of the right to prevention, which was signed by organizations like JDRF, ANIAD, AGD, and many others, with the support of projects and Changing Diabetes Barometer DAWN. Here's the text: Manifesto of the rights of people with diabetes .

It is important to disseminate and raise awareness of this document possible: by doing so people with diabetes and the associations will be aware of their rights and exercise them more decisively promoting the individual. In the Manifesto are many important aspects of diabetes treated in society: the family, the 'education, prevention, scientific research, the' medical care, the 'self, the' association, diabetes in pregnancy, and the young 'immigration .

The Manifesto of the Rights of People with Diabetes is part of a process of dialogue and exchange between institutions and the world of diabetes that is particularly intensified in recent years, showing a growing interest of policy on these issues. At the international level has been done: just think of the European Parliament Written Declaration on Diabetes capacity bike from Italy to Holland by a group of Diabetes & Cycling in September 2006 (see this article ), or the UN resolution on diabetes in December 2006 ( see here ). But even in Italy in March Manifesto had been anticipated since the signing of a Memorandum of Understanding signed by its own Parliamentary Association, whose ceremony was also attended by the youth group of the Youth Panel: here is the article .

I principali attori del Manifesto dei diritti della persona con diabete

The main actors of the Manifesto of the rights of people with diabetes

At the conference on 9 July in the press room of the Senate before reporters were present representatives of politics and institutions (Sen. Tomassini, Sen. and Mrs. Baio Pisanti), of youth and sport in diabetes (Dr . Antonio Cabras and FDG & Panichi Cycling for Diabetes), medical and scientific bodies (Prof. Cavallo Perin of Diabetes Italy, Prof. Dear AMD, Prof. Lorini for SIEDP), the corporate world (Dr. Serra Novo Nordisk) , along with other big names not listed here, as the representatives of Cittadinanzattiva (Dr. Moccia).

I believe that this initiative is important and that is full of positive principles. Its contents are in line with the indications of the UN resolution, and bring the person with diabetes at the center of attention. But the road does not end here, but still: it is now essential to the practical application of this legislation and also by setting a clear regulatory path traced by the poster. If these things come true, then the future of diabetes may actually be better. Then all of us strive, each in its field, from the associations! In this sense, trust is so, because this initiative is not extemporaneous, but is the result of a process carried out continuously over time and reliability. So hopefully good! :-)

UPDATE of 08/08/2009

The poster seems to have given a shock to the policy bringing greater focus on diabetes. The main initiator and signatory of the shares of which I am going to talk about is the 'On Emanuela Baio Dossi (PD), former supporter of the Manifesto of the rights of people with diabetes and other similar initiatives that are part of that path. The senator has indeed Baio persentato 17 June 2009 a parliamentary question , and July 22 to the Senate a motion entitled " Ensuring care for patients with diabetes evenly throughout the national territory ", together with other participants of the 'Parliamentary Association the right to the prevention, including the Hon. Antonio Tomassini, president of the Healthcare Commission. The objective is the 'harmonization of local services for people with diabetes. Well, are some important steps towards the practical application of the principles that will improve life with diabetes to many people. We are in the right direction.

    Hello Simon,
is certainly a good initiative with many good intentions. But in the end are the same principles already enshrined in the Act 115 of 1987. After thirty years would be good to go on the concrete. It 's true that many things were done, but others need to anchor them.

There are regions like the Sardinia who are still unable to provide self-control Test Strip.

We talk about diabetic to make life easier, but then extend the way of the cross license also to mopeds.

Many practitioners continue to overlook the symptoms of diabetes.

Especially lacking a proper information campaign, especially for type 1, to avoid discrimination.

We need more concrete actions and not statements of intent. My opinion, of course.

    Greetings!
    Mark

Hello, I think honestly that's something too "generic", for example the problem of managing "costs" by the local health units (or whatever you call it) that aim to keep costs in the short term but not seek to "long "period.

ps.tutto thanks for the compliments :-)

Can I put your link in my blog?

    Hello Marco and Massimo!

You are right, for the moment this poster is a bit '"theory": in fact, as I wrote in the hours we expect the application of the principles, otherwise I would not be going anywhere!
However I think it is still an important opportunity in more people with diabetes, we now have in hand. Depend on all of us use it. We demand that these rights are respected! For example, if there is any problem with local services, we take the document and on the desk sbattiamolo local administrators responsible: maybe it does not count for anything, but it is said, we might be able to get something!

Then there is hope that this document will inspire standards and laws in favor of diabetes: after all, the authors are their own politicians for some time engaged in the field of diabetes, then I think there is some hope, depends on their goodwill. We have to wait, see if there are concrete developments. After all, the intent is always required for concrete action, since it is the first step ...

The law certainly 115 is a key point for diabetes. In 1987 he was an important and innovative step forward in WORLD. Unfortunately, in more than 20 years has not been understood and applied at all. Although still important, now, in 2009, I suffer a bit 'of his age, and in some of its points should be taken up and applied with some improvement and updating more, so give it more strength and relevance.

Then we must insist on worker training, and informing the public: I think you are making many efforts to do so, for example with the campaigns of World, although there is much still to do.

Unfortunately, the problem of non-uniformity of health services is affected deeply the institutional present, after the reforms passed, and it is difficult to solve. Not just about diabetes. It is a scandal to have such marked differences in care from region to region, they should be equal for all, is a right.
In my heart of many of the problems is right here, health reforms, and with federalism and a partial privatization have led to the local health care more of their budget instead of services to citizens.

Come on, let's be confident, and be careful about what happens, but most do not have a short memory: If we forget what we are promised, it will be easier to point that out and get it, right? ;-)

    Hello!

ps: Max, of course, also put a link to your blog to mine, also I will immediately add to the blogroll! Thank you!

You are right to be idealistic, but I assure you that if you go somewhere local authority with only a poster on diabetes, at least I laugh in your face and give you a couple of pats on the back. Even if we go with the law in their hands they laugh less, but often even that is enough.

Just to get you another example, here in Piedmont has been for some years that there is a "tax on chronic disease", ie each box of insulin you take medication you pay 1 euro. I do not say who has inserted because I would not end in speeches on political fronts, but you can easily check.

This is a provision in my opinion OUTLAWS, precisely what is written in 115. So other than posters ... local authorities do not even look at the code.

Now, I can 'wait for this document will inspire standards and laws in favor of diabetes, "and meanwhile pay 2-3 euros per month. Probably, I would first wait for it to drop to the archangel Gabriel to inspire the sacred fire in a few politicians.
The law stipulates that the rights already exists, and is not applied.

That said, deeply respect the work done by the associations in this and other occasions. They are people who make the deck to the other, I just feel that sometimes you lose the street to discuss matters of principle rather than on specific issues.

Mark, I'm not an idealist ..... Probably just a little 'optimistic and stubborn! ;-) I am aware of the problems, but I have a defect (?) To always maintain the hope that with goodwill, we can obtain and resolve all ... :-)
The voluntary, although sometimes, as you say you are a bit scattered, 'is a great strength in many important fields, and also in diabetes: one must simply have the better your chances, and make it happen. At least I think so! But like I said, I tend to be optimistic, despite everything ... ;-)
Interesting history of tax that you have in Piedmont: do not know the situation well, but does not seem right at all, it makes little sense. Here in England there is also contrary to the exemption from the ticket on the recipe ...
    Hello, Simone

Greetings all, but excuse me tamtam mica is the fee due on insulin, to be honest I miss the other principals.
they are a bit 'of "short little arm' and 'true, but until now I will' never did miss anything! maybe your pharmacist and 'wrong. happens in the pit of rules and quesya leggine.
ps sorry for the ot but I must say I've gone from a last control of glycated well 15 to 7.2! I am really happy!

Death is awful but the idea of an unlived life is unbearable.

    Roberto,
I do not know if you are from Piedmont, but to me what it is, and also the piedmont region:
    http://www.regione.piemonte.it/sanita/farmaci/ticket.htm
I quote today: "1 € per pack for:
[...] Drugs for chronic conditions up to a maximum of 3 packages (3 €) for recipe ".

Valid only for insulin and not for other medical devices.

They use the principle of partnership with the planned spending the last health reform, shame that in our case be clubbed with 115.

If you want more info you find other links on my blog

At the end of one euro per box is nothing, but then do not be surprised if tomorrow will apply it in other regions and perhaps insulin will pay for the entire ...

Hello everyone! I added the article (in the update at the bottom) a pair of novelty, since there was talk of little practical applicability of the Manifesto and the need for further steps. I posted the link to a parliamentary question and a motion on diabetes, which have been kindly reported by Guido Seu Diabetes Project.

dear tom-toms, my remark was certainly not to question your statement, God forbid!.
I read the decision and are thrilled, not so much for compatecipazione a dollar, but at least I did until yesterday I never paid anything (I did buy up 'cause I had finished everything from fast, slow strips and needles).
I state that I go to random in different pharmacies in the area, which is fine but every one is wrong? I probably have much luck with the C.

  10. 10 Ilaria

Hello everyone! I confirm what he says about the euro drumbeat for each bag of prescription medicine in Piedmont. That is, a package of any product on any recipe without exemption costs 2 euros, while if there is an exemption (such as the 013, diabetes) make you a discount of 50% and pay only 1 Euro. Needles and test strips for blood sugar but does not cost anything.
It may be helpful to know that, eventually, under a certain income limit (cm ² which is quite high, around 36,000 euros per family) you can get an exemption for income and not pay even quell'euro E11. I speak for Piedmont, one thing I do not remember whether regional or national ...

  11. 11 Simone

Ilaria Hello! Through the testimony! From the story that I do you, the situation of Piedmont does not seem too exclusive, at least for where I live in England, where there is a similar exemption for income from the ticket of the recipe, but when I do not remember in details ...

    Hello Simon,
Verrry interesting the motion of July 22!
If only half of what call is accepted, it would be a better result than 1000 posters. We'll see ...

Say hello to Guido, if you resent. Sooner or later I return to find it on the forum of Diabetes Project.

@ Liv: piedmont of you too? ^ ^

  13. 13 Chipie

Let me make another important observation: it speaks of "right to prevention," and we face brunette who takes away money from public employees who are absent due to illness and specialist visits, and treats people with chronic diseases to all other pseudomalati ... How do we to prevent complications at work with a lagge public "forgets" the chronically ill and with a minister who brutally beats for the reduction of sickness absence at work? What are the implications of this law on the control of diabetes? What does it mean in terms of costs of health care?

  14. 14 Ilaria

Tamtam Yes, I too am in Piedmont (province of Torino), but at this time are around the Strait of Messina and Calabria side :)

  15. 15 Simone

@ Mark: All right, I feel I will just greet Guido! He is part of the board of the Youth Panel ... (spulcia the blog to find out more!). Hope for the motion, even if a motion is just a motion, unfortunately, have to see if anyone is listening!

@ Chipie: I'm not an expert ... But I think you have raised a very interesting and important, a broader issue that goes beyond diabetes, unfortunately ... Maybe associations might prendersene load! He can discuss: what to do? Hello ... Thanks for the comment!
